Minimum/General Experience:
Candidate will have at least eight to ten years of professional and proven team building experience leading and managing projects focused on IT systems development. Fully responsible for project from planning to implementation. Serves as the primary interface and point of contact with the Program Manager, on technical program/project issues. Serves as the primary point of contact with all client stakeholders. Responsible for all project deliverables

Education:
- A bachelor's degree in computer science, information systems, physics, communications, engineering, math or related field is required
- An advanced degree in communications, computer science, or related discipline may be substituted for two years of experience
- Grants management and/or Loan management experience is a plus
- Project Management Professional (PMP) certification is desired
