Denial of Federal Benefits
and Defense Procurement Fraud Clearinghouse
DFBP maintains a central database of persons convicted of drug
trafficking or possession and who are denied access to court-specified
federal benefits. DFBP enters and confirms data provided by the
courts, disseminates the data to those authorized to access it,
and archives expired data from the program. The DFBP Clearinghouse
collects information regarding those individuals for whom benefits
are to be denied and forwards this information to the General Services
Administration (GSA) for inclusion in the Excluded Parties Listing
System (EPLS) website, more commonly known as the “Debarment
List.” Federal agencies are required to consult the Debarment
List to ensure compliance with the provisions of the statute.
REI is responsible for maintaining these Clearinghouses and serves
as the single point of contact for them. The infrastructure for
the program is in place with an information dissemination component,
a system management component, and a program management and program
coordination component. The system, both administrative and automated,
handles data collection, dissemination and response to inquiries
from the government, public, and private sectors.
