Major tasks include implementation of automated user interfaces for maintaining a seamless flow of proposal processing throughout the entire competitive peer reviewed solicitation life cycle; gathering requirements for each of the process steps and developing mock-ups for iterative design reviews as well as e-books implementation, hardware and software procurement, testing, system administration, and upgrades. REI support also covers training, online documentation, and site hosting.

REI provides ESTO staff with a secure and centralized environment that is accessible from locations across the United States for end-to-end management of technology development processes, including collaborative development of program solicitations; dissemination of solicitations to wide technology community; intake and tracking of proposals; storage and archival of proposals; peer review of proposals; selection and award processes; and submission of reports by awardees, while enhancing users’ experiences through continual feedback mechanism.
