Electronic Handbook Maintenance and Support
REI implemented a business process management (BPM) solution for
HRSA using the Electronic Handbook (EHB) approach to meet the agency’s
current needs while supporting their evolving business requirements.
REI’s technical approach uses 16 discrete, role-based EHBs
to standardize and streamline the business processes for the planning/solicitation,
submission, and award and negotiation phases in the grants office,
the program office and for external organizations. Each EHB features
a self-documented and self-tutoring Section 508-compliant user
interface with advanced search capabilities and transactional reporting.
The system supports multiple browsers and versions and consists
of an online board to gather feedback from the end-users. It has
been designed to support 10,000 grantees and 1,500 HRSA employees,
including simultaneous login by 1,000 users. In addition, GEMS
has fully functional interfaces with the CORE accounting system,
Tracking Accountability in Government Grant Systems (TAGGS) and
the Congressional Liaison Office (CLO).
This system is designed to support HRSA’s mission important
business functions spanning program administration, grants administration
and monitoring, management reporting and performance measurement
and analysis. The EHB presents a unified view of the grantee to
HRSA program offices across the country, and all grantee contacts
and official communications are recorded in the system. Currently
the system supports 376 + programs and more than 800 internal users
from grants, program and field offices across USA are participating
in processing of grants and accessing online electronic grant files
and reports.
