Small Business Innovation Research (SBIR) and Small
Business Technology Transfer (STTR)
REI Systems, Inc. has been supporting the SBIR/STTR management
goals of program effectiveness and program efficiency for the last
ten years using the Electronic Handbook paradigm. REI has developed
and deployed an end-to-end web-based EHB solution supporting all
business processes of the SBIR/STTR program including: solicitation
development, proposal submission by firms, proposal processing,
review and evaluation by internal and external peer reviewers,
selection and awards, contract negotiations, and contract administration.
Other key responsibilities include: system and security administration
of servers and providing technical support to NASA centers, to
the PMO and to HQ, as well as to small businesses. REI also manages
the implementation of interfaces with external systems such as
SBA, NTTS (TechTracS) and HQ Procurement database.
EHBs facilitate commercialization and technology transfer by promoting
successful deployments of SBIR/STTR technology, and by providing
robust search tools to the technology community. EHBs provide an
easy-to-use, efficient, and secure interface to over 1,000 annually-contributing
small business concerns (SBCs). Use of EHBs have improved the peer
review process of approximately 3,000 SBIR/STTR proposals received
annually, by providing a flexible, hierarchical communications
application suited to the diverse needs and disparate participants
of the SBIR/STTR proposal management and evaluation process. Contract
negotiations and award processes, with a multitude of procurement
officials and COTRs at each of the ten NASA Centers and Small Business
Concerns (SBCs), have been streamlined using EHBs.
